    English Proficiency

    While University of the People accepts students from all overthe world, both fromEnglish-speaking and from non-English-speakingcountries, all instruction is in English.Accordingly, allapplicants are required to have a sufficient level of Englishproficiency toallow them to successfully complete the program.

    Applicants with Credentials from non-English SpeakingCountries

    The applicant must send his or her original transcript (or anotarized copy of the originaltranscript) to University of thePeople Admissions Office for evaluation. Additionally,transcriptsfor comparable high school degree equivalent or university-levelcourses thatare not in English must be sent to the University afterbeing translated into English andnotarized.

    Review of Documentation

    Any document sent by an applicant in support of his or herapplication may be reviewedby relevant institutions, including theinstitution issuing the documentation and/or by anestablishedforeign evaluation service that can establish degreecomparability.

    3. Fee Policy pp. 29-32University of the People does not chargeits students tuition.

    Please note, notwithstanding the terms set out below:

    (a) No fees will apply to applications created before March 7,2011.(b)Applications created after the introduction of theApplication Fee will be required

    to pay the Application Processing Fee only.(c)Applicationscreated after the introduction of the Application Processing Feeand

    5. Academic Code of Conduct and Procedure pp. 69-71At Universityof the People, students are expected to work diligently and tomaintain thehighest standards of academic integrity. Allassignments, exams or other course worksubmitted should be thestudents own work. While collaboration is a key element to a

    positive University of the People learning experience, it iscritical that studentsacknowledge any collaboration and its extentin all submitted course work. Informationand opinions drawn fromany source (including the World Wide Web) should beproperlyattributed to the relevant source, and students shouldlearn and use appropriate forms ofcitation and reference. Inaddition, a student may not submit the same or similar workforcredit in more than one course. Any cheating is unacceptable andis grounds fordisciplinary action.

    6. The Grading System pp. 71-72The University considers a gradeof C (73-77) to be the minimum passing grade English

    Composition 1 and a grade of D- (60%) to be the minimum passinggrade for all othercourses of the undergraduate programs and thegrade of C- (70%) to be the minimumpassing grade for the MBAprogram.

    7. Undergraduate Degree Programs Grade Appeal Procedure pp.73-74If the Instructor accepts the appeal, he or she must informthe Director of Education andthen submit the corrected grade toStudent Services for rectification of the student'sacademic record.If the discussion between the student and the Instructor doesnotresolve the issue within 21 days of the grade posting and if thestudent still believes thatan unfair grade has been given, thestudent must request a Grade Appeal Form from his

    or her Instructor. The completed Grade Appeal Form with theInstructor comments on therequest must be submitted by the studentto Student Services no later than 30 days afterthe grade posting orit will not be accepted and the grade will remain asoriginallyrecorded.

    8. Make-Up Exam p.74Students believing that they are faced withexceptional circ*mstances, however, shouldcommunicate their courseInstructor requesting permission to take a make-up exam.

    9. Course Repeat p. 77The University considers a grade of C(73-77) to be the minimum passing grade EnglishComposition 1 and agrade of D- (60%) to be the minimum passing grade for allothercourses of the undergraduate programs. Students earning agrade below the minimum fora required course must repeat the coursein order to complete their program; theUniversity, however, maydeny a request to retake a failed course. Students earning apassinggrade in a given course are not permitted to retake the course.

    10.Grievance Policy pp. 79-80University of the People will notsubject students to unfair or retaliatory action as a result

    of initiation of a grievance complaint. If informal grievanceprocedures such as making agood faith effort to resolve thegrievance with the individual(s) involved are notsatisfactory, thestudent may initiate formal grievance procedures by taking thefollowingsteps:

    Step 1:The student is encouraged to resolve the probleminformally with the faculty,staff member or student involved.

    Step 2: If Step 1 does not resolve the problem, the student maysubmit his or hergrievance complaint to Student Services([emailprotected]). StudentServices will contact theappropriate department at the University to ascertainwhether thegrievance can be resolved without the necessity of taking it totheAppeals Committee, or whether there is another process at theUniversity to whichthe student should be referred (e.g. gradeappeal procedure, etc.). Student Serviceswill then communicate withthe student, informing them either 1) there has been aresolution ofthis grievance, and communicating that resolution, or 2) that thisis thewrong process, and advising them which process to use and howto proceed, or 3) thatthis matter has been referred to the AppealsCommittee, which shall conduct ahearing and render a decision inwriting within a timely fashion. The AppealCommittees decision isfinal and binding

    11.Privacy of Records p. 81Except for in circ*mstances permittedby law, the University will not disclose a student'seducationrecord without obtaining the student's prior written consent. Anexample of acirc*mstance in which a student's educational recordsmay be disclosed without his or herconsent includes (but is notlimited to) the disclosure to school officials with alegitimateeducational interest. This includes a person that theUniversity has employed, contractedor partnered with, or has anofficial relationship with, who needs to access theeducationalrecord (or part thereof) for educational, administrative andresearchfunctions, and/or to perform his/her designated jobfunctions. This may include faculty,administration, clerical andprofessional employees, and other people who managestudent recordinformation.

    Students may inspect and review their own records pertaining toadmissions, academicstanding, and financial information. Studentsmay seek amendment of inaccurate ormisleading information in theireducation records.

    University of the People (UoPeople) is a non-profit organizationdevoted to providing universalaccess to quality, onlinepost-secondary education to qualified students.     The Bureau for Private Postsecondary Education (BPPE), as theregulatory body for privatepostsecondary institutions for the Stateof California, requires that each institution provide thefollowinginformation to students, prior to enrollment, as evidence ofrecognition of the need toaddress consumer protection:

    RECOGNITION

    At present, University of the People is not an accreditedinstitution. The University is in theprocess of preparing thenecessary materials to apply for accreditation from anagencyrecognized by the U.S. Department of Education. At this timeno assurances can be given as towhen, or if, accreditation might begranted.

    University of the People offers the following four degrees:Associate (A.S.) and Bachelor (B.S.)degrees in Computer Science andAssociate (A.S.) and Bachelor (B.S.) degrees inBusinessAdministration. It should be noted that unless and untilUniversity of the People receives statelicensing, it will be unableto grant degrees to graduating students.

    University of the People does not have a pending petition inbankruptcy, is not operating as adebtor in possession, has notfiled a petition within the preceding five years, and has not hadapetition in bankruptcy filed against it within the preceding fiveyears that resulted in a

    reorganization under Chapter 11 of the United States BankruptcyCode (11 U.S.C. Sec. 1101 et.seq.).

    NOTICE CONCERNING THE TRANSFERABILITY OF CREDITS AND

    CREDENTIALS EARNED AT OUR INSTIT UTIO N

    The transferability of credits you earn at University of thePeople is at the complete discretion ofan institution to which youmay seek to transfer. Acceptance of the degree you earn in eithertheComputer Science or Business Administration program is also atthe complete discretion of the

    institution to which you may seek to transfer. If the credits ordegree that you earn at thisinstitution are not accepted at theinstitution to which you seek to transfer, you may be requiredtorepeat some or all of your course work at that institution. Forthis reason you should makecertain that your attendance at thisinstitution will meet your educational goals.     Ambassador M. Humayun Kabir

    Ambassador M. Humayun Kabir has been the Ambassador of thePeople's Republic of Bangladeshto the United States since July2007.

    Dr. Abdul Waheed Khan, Ph.D.

    Dr. Abdul Waheed Khan, Ph.D., is the Assistant Director-Generalfor Communication andInformation at the United Nations Education,Scientific and Cultural Organization (UNESCO). Priorto joiningUNESCO, Dr. Khan served as Vice-Chancellor of the Indira GandhiNational OpenUniversity (IGNOU) in New Delhi, and the FoundingDirector and Professor of its CommunicationsDivision.

    Dr. Mihai Nadin

    Dr. Mihai Nadin made a name for himself as one of the firstproponents of integrating computersinto the U.S. education system.Dr. Nadin has served as Endowed Professor at the University ofTexasat Dallas since 2004, and he is also the founder & Director ofAnt, Institute for Research inAnticipatory Systems.

    Dr. Y.S. RajanDr. Y.S. Rajan is a well-recognized authority inthe field of technology development and businessmanagement inIndia, Dr. Y.S. Rajan is Principal Adviser, Confederation of IndianIndustry (CII),and best known for co-authoring a best-selling bookwith Indias former President Abdul Kalam:INDIA 2020: A Vision forthe New Millennium.

    Dr. David WileyDr. David Wiley is Associate Professor ofInstructional Psychology and Technology at BrighamYoung University,Chief Openness Officer ofFlat World Knowledge, and Founder of theOpen HighSchool of Utah.

    Ms. Esther WojcickiMs. Esther Wojcicki has been the Journalism& English teacher at Palo Alto High School, Palo Alto,CA forthe past 25 years. After building the journalism program from asmall group of 20 students

    Russell S. Winer is the William Joyce Professor and Chair of theDepartment of Marketing at theStern School of Business, New YorkUniversity. He previously served on the faculties ofColumbiaUniversity, Vanderbilt University and the University ofCalifornia at Berkeley.

    Professor Kriengsak Chareonwongsak

    A Thai scholar, visionary, and politician, Professor KriengsakChareonwongsak is President of theInstitute of Future Studies forDevelopment in Thailand and Chairman of Success Group ofCompaniesin Thailand.

    Dr. Gabriel HawawiniGabriel Hawawini is the Henry GrunfeldChaired Professor of Investment Banking and formerdean of INSEAD(2000-2006), one of the worlds leading and largest graduatebusiness schools.He is currently Visiting Professor of Finance atthe Wharton School of the University ofPennsylvania.

    Dr. Indu Shahani

    Dr. David H. Cohen was named University of the People Provost inDecember 2009 following adistinguished career as a neurobiologistand university administrator. From 1995 to 2003, Dr.Cohen served asthe Vice President and Dean of the Faculty for Arts & Sciencesat ColumbiaUniversity, where he was also professor of BiologicalSciences and professor of Neuroscience inPsychiatry. As VicePresident, he oversaw 29 departments of instruction in thehumanities andphysical and social sciences, and the Deans ofColumbia College, the Graduate School of Arts andSciences, theSchool of International and Public Affairs, the School of GeneralStudies, ContinuingEducation and the School of Arts reported tohim. Before joining Columbia, Dr. Cohen was atNorthwesternUniversity from 1986 to 1995, initially as the Vice President ofResearch and Deanof the Graduate School, and then as Provost.

    Dr. Cohen also held professorial appointments in the Departmentsof Neurobiology andPhysiology. Under his leadership, theuniversitys research budget nearly tripled from $59 million

    ADMISSION REQUIREMENTS

    University of the People tailors its programs to qualifiedindividuals 18 years and older from allover the world. Universityof the People's campus is virtual. Accordingly, it does nothavedormitory facilities under its control or housing availablenear its student facilities. In addition,UoPeople does not provideassistance with visa services and will not vouch for student statusandany associated charges.

    While University of the People accepts students from all overthe world, both from English-speaking and from non-English-speakingcountries, all instruction is in English. Accordingly,allapplicants are required to have a sufficient level of Englishproficiency to allow them tosuccessfully complete the program. TheUniversity does not accept ability-to-benefit students.

    English instruction is provided in the Orientation course,English Composition 1. This course istuition-free. In the future,upon the introduction of the Exam Processing Fees, students willpay aFee to undertake the exam in this course (see Fees section forfurther information). A studentmust attain a grade of 73% or higherin this course to be eligible to continue with his or herstudies atthe university.

    The Universitys programs are designed for self-motivatedlearners. Therefore, admission to theUniversity is based on arigorous assessment of each applicants potential for successful

    completion of the program.

    The decision of the University to admit an applicant is basedupon the information provided inthe application form. If theUniversity determines that an applicant has providedfalseinformation or has omitted significant and/or materialinformation, the University reserves theright either to revoke theapplicants admission or to suspend the applicant from studies.TheUniversity also reserves the right to take additional steps itdeems appropriate.

    UNDERGR ADUAT E PROGRAMS

    To apply for admission to any undergraduate program, theprospective student must completethe following:

    1. Enrollment Agreement: Once admitted to the University, eachstudent will submit anenrollment agreement to the University, afterwhich the relevant University official will signthe agreement onbehalf of the University.

    2. Essays: Applicants will be required to submit 6-8 shortessays (70-100 words each) tocomplete their insight resume as partof the application. The goal of the essays is to betterunderstandthe applicant and to evaluate his or her thinking and writingabilities in English.

    3. Educational History: Students must also submit theireducational history as part of theirapplication. The history shouldinclude names, locations, and enrollment dates from theirhighschool and all other colleges and/or universities.

    4. High School Diploma: Students may submit their high schooldiploma in one of the followingways; (a) An official copy ofdiploma sent directly to University of the People from anofficialauthority (Ministry of Education, the school itself, etc);(b) a photocopy of the originaldiploma approved by an officialauthority or by a notary. Diplomas not in English need tobesubmitted together with an official translation. In certaincases, the Admissions Office mayrequire an applicant to presentadditional documentation. Please note that all documentssubmittedpermanently become the property of University of the People.

    5. Additional Materials: Applicants will also have the option tosend up to three additionalmaterials to support their admissionsapplication, including a YouTube video, a resume,information aboutthe applicant (e.g., life history, professional background). Theadditionalwritten material should not exceed a total of 500words.

    GRADUATE PROGRAMS

    MBA Degree Programs

    Admission and enrollment will be restricted to students who willhave completed anundergraduate degree program with University ofthe People. All candidates must submit acompleted application foradmission. Note that Official transcripts of previous baccalaureateandany post-baccalaureate study must be made available to theUniversity in order to confirm aminimum undergraduate GPA of 3.0 ona 4.0 scale.

    Credentials from non-English Speaking Countries

    ENROLLMENT AND REGISTRATION

    Students are enrolled in the University and in their selectedprogram once they have beenadmitted to the University and haveappropriately registered.

    Once admitted to the University, each student will submit anenrollment agreement to theUniversity, after which the relevantUniversity official will sign the agreement on behalf oftheUniversity. .

    All students admitted to the University who express the desireto enroll as a University of thePeople student are automaticallyregistered in University of the Peoples two mandatoryorientationcourses and must successfully pass each of these courses as apre-requisite tocontinuing their studies at University of thePeople. Registration for non-orientation coursesneeds to beperformed by the students after successful completion of theorientation courses.

    Students are required to register online for the courses beforethe beginning of each term.Registration must be completed by thedate designated in the calendar for the academic year.

    GRADUATION REQUIREMENTS

    Associate Degree

    Candidates must successfully complete all required core courses,general education, and electiveswith an overall GPA of 2.0 (gradeof C) or higher, and must also pass any required examinations

    as defined in the specific program. A minimum of 90 quartercredits must be successfullycompleted at University of the People(and a GPA of 2.0 or higher) in order to be awarded thedegree.

    Bachelor Degree

    Candidates must successfully complete all required core courses,general education, and electiveswith an overall GPA of 2.0 (gradeof C) or higher, and must also pass any required examinationsasdefined by the specific program. A minimum of 180 quarter creditsmust be successfullycompleted at University of the People (and aGPA of 2.0 or higher) in order to be awarded thedegree.

    Master Degree

    MBA candidates must successfully complete all required corecourses, general education, andelectives with an overall GPA of 3.0(grade of B) or higher, and must also pass any requiredexaminationsas defined by the specific program.     Tuition

    University of the People does not charge its studentstuition.

    Fee Policy Statement

    Please note, notwithstanding the terms set out below:

    a) No fees will apply to applications created before March 7,2011.b) Applications created after the introduction of theApplication Processing Fee will be

    required to pay the Application Fee only.

    c) Applications created after the introduction of theApplication Processing Fee and theintroduction of ExamAdministration Fee will be required to pay both fees as set out inthetable below.

    Fees

    Applicants to the University will be charged a non-refundableApplication Processing Fee of $50.In the future, students will becharged with an Exam Administration Fee of $100 for each coursetheytake. Financial hardship: applicant/student does not have thefinancial means to pay the fee(s).In either circ*mstance, theapplicant/student must contact UoPeople and explain why he orshecannot pay the fee. UoPeople may correspond with theapplicant/student further to clarify his orher circ*mstances andmay request 'proof of circ*mstance'. Proof of circ*mstance mayinclude:

    - A signed declaration testifying to the applicant/student'sinability to pay the requestedfee, signed by either theapplicant/student and/or local authority designated byUoPeople. Thedeclaration must be notarized;

    Cancellation of Enrollment

    A student has the right to cancel his or her enrollmentagreement at any time. A student is notcharged any fees in thefirst seven days of his or her enrollment or prior to his or herfirst classattendance. When the Exam Administration Fee isintroduced, this will be paid within one weekof the end of eachcourse. Accordingly, no refund of the Exam Administration Fee willbeawarded.

    Loans

    If a student obtains a loan to pay for his or her fees, theresponsibility for repaying thefull amount of the loan plusinterest, less the amount of any refund, lies solely withthestudent. If a student receives federal student financial aidfunds, he or she is entitled toa refund of the moneys not paid fromfederal student financial aid program funds.

    Student Tuition Recovery Fund Disclosure Statement

    You must pay the state-imposed assessment for the StudentTuition Recovery Fund (STRF) if allof the following applies toyou:1. You are a student, who is a California resident, or areenrolled in a residency program, and

    prepay all or part of your tuition either by cash, guaranteedstudent loans, or personal loans,and

    You may be eligible for STRF if you are a California resident orare enrolled in a residencyprogram, prepaid tuition, paid the STRFassessment, and suffered an economic loss as a resultof any of thefollowing:

    1. The school closed before the course of instruction wascompleted.2. The school's failure to pay refunds or charges onbehalf of a student to a third party for

    license fees or any other purpose, or to provide equipment ormaterials for which a chargewas collected within 180 days beforethe closure of the school.

    3. The school's failure to pay or reimburse loan proceeds undera federally guaranteed studentloan program as required by law or topay or reimburse proceeds received by the school priorto closure inexcess of tuition and other costs.

    4. There was a material failure to comply with the Act or thisDivision within 30 days before theschool closed or, if the materialfailure began earlier than 30 days prior to closure, theperioddetermined by the Bureau.

    5. An inability after diligent efforts to prosecute, prove, andcollect on a judgment against theinstitution for a violation of theAct."

    GENERAL STUDIES PROGRAM AND CORE REQUIREMENTS

    Program Description

    University of the Peoples General Studies courses meet theeducational needs for student

    success regardless of the major being pursued. General Studiescourses are intended to add bothdepth and breadth to each studentsoverall educational experience by providing opportunities to

    make interdisciplinary connections between concepts and ideas,as well as an environment tocontemplate their meaning andsignificance. As common learning experiences, GeneralStudiescourses also create a foundation for students to articulatetheir thoughts with one another, andto inspire new ideas.

    General Studies courses develop general intellectual skills andunderstanding to support life-longlearning and educated citizenshipin a democratic society. The basic skills include languageandcommunication skills, computer and information processingskills, and critical thinking skills.General studies courses shouldalso provide an understanding of the methods and concerns of

    traditional branches of knowledge, the arts and humanities, thesocial and behavioral sciences,and the natural sciences, as well ashistorical perspective and appreciation of diversity acrosstime,culture and national boundaries.

    General Studies courses include both required courses andelectives, and will encompass at least25% of the total number ofcredits required for the undergraduate degree.
